Plans for a National Holocaust Memorial and educational learning centre could be rejected by Westminster Council, according to an internal document.

Council officers were revealed to be “heading towards” recommending that the planning application for the Victoria Tower Gardens memorial be rejected, according to correspondence released under a Freedom of Information request by The Jewish News.
